Alex Vines, Africa Program Director at the European Council on Foreign Relations, told France 24 that Russia has established a real foothold in Africa, but one built on transactional ties rather than long-term partnership.
Speaking in an interview with host Oliver Farry, Vines argued that while there is clear demand across African nations for what Russia offers, Moscow's approach does not extend to strengthening local institutions or governance structures.
The discussion, part of France 24's ongoing coverage of great-power competition on the continent, framed Russia's growing presence as driven by opportunity and demand rather than a broader strategic commitment to development.
